The Second ‘REPUTATION ON-LINE 2012’ National Conference, dedicated to increasing modern means of effective PR took place in Moscow. During the discussions, participants debated PR strategies, criteria to effectively evaluate PR and shared views on specific reputation management tools, including work with bloggers and the creation of high quality content.
Elena Fadeeva, General Director of Fleishman-Hillard Vanguard, spoke at the conference on the “Legal aspects of communication on the Internet.” In her speech, Elena spoke about the main issues PR specialists face on the Internet, such as the placement of false and negative information and the legal tools to combat this, the protection of business reputation, the liability of intermediaries, the provision of evidence, restrictions on the distribution of adverts, localization and other topics. Also, Mrs. Fadeeva highlighted the use of relevant laws, including the Federal Law “About Mass Media”, the Federal Law «About Advertising», the Federal Law “About Communications”, the Federal Law «About Protection of Competition”, The Russian Federation Civil Code, The Russian Federation Code on Administrative Violations, The Russian Federation Criminal Code and judicial practices in the field of legal regulation of communication on the Internet.
“Legislation that regulates the Internet and online communications is still only developing in the world and in our country. All questions related to any activity on the Internet in Russia are regulated indirectly by relevant laws and court practice, – said Elena Fadeeva. – As PR specialists it is important to use our skills and experience in the field of legislation and the knowledge of our rights and responsibilities. At the same time Russian legislation provides many opportunities to fight copyright infringement, intellectual property infringement and help protect reputation. ”
In her speech, Elena Fadeeva mentioned principles of Internet regulation in terms of Russian and international legislation, in particular underlining the basic regulations operating on Russian territory and spoke about legal liability in case of violation.
Despite the completeness and versatility of this analysis, Elena Fadeeva noted that no current modern regulatory system can provide full control of all the processes in a virtual environment. In her opinion, it is necessary to consider this issue by further developing the code of ethics within the professional community and pay more attention to them as supporting regulatory mechanisms.
